Larry,
If you're trying to build a "desktop database" sort of application, you probably wanted Firebird-1.5.0.4290_embed_win32.zip. That's the distribution for the embedded server.
Distributing applications that use the embedded server is slightly different, since you just include a few files and a couple of directories as part of your application's files (ie. no seperate install for the server). See the docs included with the distribution for more information. It's pretty clear.
