I'm not really sure what to suggest here other than to try and start again
from scratch and this time prior to installing the packages look at their
source and see if changing the library suffix to _D7 will help. You may be
getting packages compiled with the _D6 suffix and install them and then end
up picking up some compiled with Delphi 6 and trying to bind to old Delphi 6
runtimes.

I'm still looking into this.
