Has anyone been able to get this to work?

I have opened the project 'ibo40_d7.bpg' and successfully built all
projects. However, when I attempt to install the individual design-time
packages, in every case, I get an identical error message (differs only
in the name of the package that fails to load):

'Cannot load package nnnn. It contain unit 'System' which is also
contained in package 'rtl70''
