I've tested with 4.2Hj and it works. Are you sure that is not your program problem? Have you any "action" with shoretcuts in the app? Have you tested the memo in a "simple sample"? I always use the new convention (Ctrl-X/C/V) and I don't remember such a problem (but long time has passed since Gc release ;).
And about release notes, often only the more important fixes are cited, so it could be have done without any reference.
