For your messages, it seems to me that you are going to build not a multi-user appl, but some application that will be using IB/FB direct connection. For this kind of appl, you must be worry not only if FB is working or not, but if the users on that workstation will just use IB/FB for your application. You must be worry also if that users have already another appl that is using IB/FB on another application. You don't want to misconfigure the user environment with your application.
Also, there are some concerns about installing Fb itself: if your users are using NT/2000 they must have administrator rigths to install IB/FB on their machines. Also, installing FB will open port 3050 on all computers, and this could be an issue if someone try to open the database in "the computer of the boss". For example, if they do a standard install with no worries, everyone can have access to your data using sysdba/masterkey password.
May I suggest that you keep your work in two fronts: you are using a client/server tool, so you must treat the client and the server independently.
The server: Build some kind of "Getting Start Guide" to your users to explain them how to install the IB/FB server, and what they can do to close access from other computers, to check if they haven't already another version of IB/FB on their computers, etc. Maybe you want to put this kind of checks in your appl intall.
The client: this is your appl. The only thing that you should be worry about is to access a server, no matter where it is and whos running it.
