In most people's situation the installation of InterBase/Firebird is as a
service application. Thus, it automatically starts up the InterBase/Firebird
process when the machine boots up. This is the default installation and what
I recommend that people do. The InterBase/Firebird process uses next to
nothing in resources when a database has not been opened yet. Also, in most
situations, the client is remote and should not have control over whether a
process is running on another machine or not. I would consider this a
serious breach in security if an outside process could control whether or
not another process was running.

This is simply a matter of deployment, installation and application
development along with network administration issues. Something I would
rather not see bloating and complicating InterBase/Firebird.
