Yes, I think the hardware issue or OS corruption are leading to the reboots.

and since the software could be corrupted it could be the cause for the
intermitent problem.

Something is sometimes blocking FB to work at TCP level but in the log
says something related to policies since the message are in portuguese,
I am sure it's a windows message and not a FB message.
But, why sometimes works sometimes not... I think the problem could be
at a lower level than the TCP stack.

I am sure FB will work on W2003, but I don't trust *that* machine/OS
Install. My suggestion to put a linux box are for:
1.) Have a clean and controlled environment
2.) Have a machine just for database (as it should be)
3.) I will know what goes on that machine and could respond for that
4.) Get out of the arms of those admin guys
