something is obviously wrong when it takes over seven seconds to connect to
a database, but from the information you have supplied no-one has been able
to guess what.

I'm no good at these kind of questions, the only thing I know that normally
has to be in order is the hosts file in addition to correct version of
gds32.dll. Do you have an entry for 10.10.20.1 in your hosts file? What
happens if you try using the name rather than the IP address? You list a
number of possible reasons that you think it cannot be, but you do not say
anything about how you reached your conclusions. Giving information about
the problem is normally a better way of getting help than just stating your
conclusions. You may be right, but no-one can verify it for you without
more information.
