My IB client gets error "unable to complete network request for server..."

Windows 98
Pinging server works, services file has line
gds_db 3050/tcp
gds32.dll in in Windows/system directory.


I noticed that client has another services file in some perosnal folder,
which contains line
# maximum number of services is 80
Is it true for Widows 98? I have NT and my services file contain more than
100 lines. IB works without problems.
Clients file has ~100 lines and IB line is at the end


Any other ideas to get client to work
