My IB client gets error "unable to complete network request for server..."

Pinging server works, services file has line
gds_db 3050/tcp
gds32.dll in in Windows/system directory.
I noticed that client has another services file in some perosnal folder,
which contains line
# maximum number of services is 80
Is it true for Widows 98? I have NT and my services file contain more than
100 lines. IB works without problems.
Clients file has ~100 lines and IB line is at the end

1. Note that there should be an extra (blank) line at the end of the script.
2. Lines starting with # are comments, I think.
3. If Explorer (or the tool you use for viewing files) hides the file
extentions, make sure you are working with the correct file (NOT the *.sam
files!).
4. If you edit services (or hosts) with NotePad you risk having ".txt"
appended to the filename - get rid of the extention(s).
