I assume the data is originating from a brower form. Unless the
encoding is explicitly set in an http header or an html <meta> tag, the
browser will enclode data based on the relative humidity and the phase
of the moon. If you aren't currently generating an explicit coding, I
suggest you set it to utf-8.
