Both.

When I got the error at design time, I dropped a button on a form with
just the one line:

BackupSvc.Active := True;

And got the same answer about the missing Interbase gds32.dll.

One other thing, I downloaded the IBOAdmin_5.zip file because the
files inside it had later file dates than those in the pure IBAdmin.zip.

Could that be an issue?
