Seems to be an anomaly.

Removed the ...VDT... file from Packages and closed BDS. Opened
Delphi Win32 personality. Recompiled ...VRT... and ...VDT... again,
closed BDS. Opened BDS in C++ Builder, added ...VDT... to Packages.
