Paul,
You shouldn't be using IBOCRT.DPK - the non-Dn ones are the Delphi 7 packages.
Use IBOxxx_D6 packages. (The HowToInstall.txt was updated some time ago...)

Nothing's broken - v4.2.I has the _D6 packages...
