Firebird 1.5 is forcibly uninstalled by certain Windows updates, because
it has known security vulnerabilities, and the installer is not allowed
to run.

The workaround is to rename the setup to - for example - just setup.exe.

However, Firebird 1.5.6 was released 9 years ago and is no longer
supported, it has known security vulnerabilities and bugs. It is high
time that you upgrade.
