I just tried that on both the development machine and the Working test Machine and still getting the same error
BUT if I run one of the other programs on the database it works fine so I am stumpted

Maybe a database corruption. Try backup and restore your database

The first thing that I wonder is: why aren't you using parametrized queries?
That saves a lot of hassle like escaping and keeps things more readable.

In general it means that the parser ran out of input before it had a
complete parse, eg missing a quote or closing parenthesis does this.

At first glance there doesn't seem to be anything wrong with this.
