Are you sure there is a Firebird server running on that server and accepting external connections?

Windows 64 has two 'Data Sources (ODBC)', one 32 bit and one 64 bit. But if you see the Firebird ODBC driver, you are most likely using the right one (you will only see the drivers valid for the variant).
