It certainly could cause these issues. The Volume Shadow Copy service AFAIK creates a copy of files (or at least of the changed regions of a file) at each change, so on a database that gets a lot of updates etc this can certainly affect the throughput.

These kind of services should only be applied to normal files, not to locations containing database files or other files that are changed continuously.
