Unfortunately I don't see your logic: Why would a forum be much less active?
You can also have 'subforums' so for example you could have 1 for 'installation', one for 'SQL', 'stored procedures', 'security', 'bugs', etc. (You could ask the community what forum sections they want). Actually this may be a bad idea because helpers won't look in the right places -- so you could have only 1 section.

I am convinced we need to move away from Yahoo Groups. I find it very frustrating.
