Yes the path is correct.

I somewhere read about this error message, but I can't find it now,
they wrote about problems with ICU libraries. I downloaded full ICU
3.0, because I tried to define my own collation for UTF8 (with Czech
ordering). But with standard ICU libraries it raises the same error.
