but I think the volume of all calls in a city could be far bigger than a
nation wide incident report to the police station. Of course I don't
have those numbers, but I suppose too.

Don't know if tis is what are you looking for, but take a look at pentaho

www.pentaho.org

This one is not open source, but I had a look at it and found it pretty
impressive. It's not a datawarehouse tool.. but take a close look at it,
even if it's not for your project, it would be a good tool to have in
your toolbox.
