If I recall correctly, this one customer installed something else
that used the .fbk extension, and the customer is running Windows.
If that's the case, what happens if you change the script for that
particular customer to use <file>.fbak?

If that works, then there's something left over from the installation
that's blocking gbak's attempt to rename it's output file.
