Yes. The requirement is made when binary is built. If it was built against
libstdc++.so.6, then older systems wouldn't be able to use it.

You can install both libstdc++.so.5 and libstdc++.so.6 and all application
will use what they need. Alternatively, you can compile Firebird yourself.
