Uninstall won't work if the services are running.

Have you tried booting up the machine in Safe Mode and running the IB
uninstaller from there? If the uninstall option is no longer available
because it has already been run (albeit unsuccessfully) then you have no
option but to pick through the folder structure manually and delete
everything related to IB. You should also search the Registry for any keys
relating to Interbase and delete them.

Also don't overlook the possibility that someone set a shortcut to start IB
in one or more of the Startup folders.
