That timeout setting is a client side setting, not a server setting.
It simply tells the client how long to wait for a response from the
server when trying to connect(to the server) before giving a
connection timeout message.

Read the paragraphs just below that setting(related to
DummyPacketInterval). That should give you your answer. By default
it's set to 2 hours.
