Not quite so. There is a couple of chars with different capital
outline. They are E(e) and Ё(ё). The latter is completely unused
currently.
Anyway, any russian capital letter can fit to 5x7 matrix (and small
letter fit to 5x5 with a couple of exceptions) though some of them
will look strange and ugly (but recognizable).
You can look at Windows' 'Small fonts' for an example.
