So let's say that that works, what is different about this machine's
setup that I would have to use the TCP syntax compared to other
machines? I probably won't be able to try the to connect via TCP until
tomorrow.

Try connecting via TCP (be it localhost or the real IP-adress or
servername) to the security (password) database.

gsec -user SYSDBA -pa masterkey
-database localhost:YOUR_FB_PATH\security.fdb
