With Terminal Services, a terminal session is the exact same as a
remote computer connection, because each terminal session runs in it's
own localised environment(every connected user has their own
desktops). Basically, you are not seeing the console's desktop, but
your own desktop. And, Firebird's local protocol uses IPC(Inter
Process Communication), and in the case of Firebird installed as a
service, that is only available directly from the console, because
it's to communicate between applications within the same local
environment(single session only).

So, the option that is left is to connect using TCP/IP.

If you want to know more on the limitations of Terminal Services, you
can look on Microsoft's MSDN website.
