OK, you need to make ports available for events. By default, the engine
searches randomly for an available open port. If you have a tightly locked
firewall, you can open one port have the engine use it for event traffic by
setting the RemoteAuxPort parameter in firebird.conf.

The clients also need that port open to listen for and dispatch events traffic.

You should also upgrade to 1.5.2, since both 1.5.1 and 1.5.2 addressed some
remaining bugs concerning events.
