I can't comment on fbembed on Win2003, because I didn't try it.

But, I'm also encountering a problem trying to make a local
connection(not via localhost) on Win2003. And, I didn't have the time
to thoroughly investigate, since I installed Win2003 in a virtual pc
environment. Also, I'm just wondering if the new Data Execution
Protection(DEP) feature might be related to this issue(this feature
will only be available on computers with a newer CPU, AMD and Intel,
that offers the support). The feature is new in WinXP SP2 and
Win2003(maybe with SP1). I'll have a bit of time to try a few tests
this weekend.
