I read all of that and setup the security and client pieces properly in
IBExpert. As far as I can tell, that's not the problem.

Did you see my paragraph on running ISQL? I was doing all my testing on the
server, even in the bin directory. ISQL really tried to connect to the
employee.fdb sample database, but got the error, "the machine actively refused
the connection." That tells me it's more than just a misplaced .DLL.
