What I need to do to block the access to all tables on my database from
another SYSDBA ?

Is possible ?

I change the password of SYSDBA, but if I copy the database to another
instalation of FB I can connect with irrestrict access with SYSDBA of
this instalation.

What the best action to protect my data ?
