It has been added as part of SQL-2003 standard(as managed external
data), but it doesn't mean that it will be top priority to be
implemented in Firebird, unless someone implements it or finances the
development. And, I think that what is supported as external files in
Firebird wasn't part of the SQL standard at the time, when it was
implemented under Interbase.
