There aren't many timezones where the time doesn't change twice a
year. Here in Canada there's only one timezone where the time never
changes. And, when the time changes, the timezone is still the same,
and it's only the time that changes. And, it's the same rule in the
computer, the timezone never changes, but only the system time.
