I have been throug that process:
You have to do the following to get Interclent ready and the traffic
light on.

1) Firebird must be running
2) Interclient is a type 3 driver which is listening on port 3060.
Then you need an entry in your
C:\WINDOWS\SYSTEM32\DRIVERS\ETC\Services file like this: Interserver
3060/TCP

Now you will be able to activate the traffic light. And you have to use
Interclient to get Track+ up running.
I could never get the diagnostic utility to function OK. I suspect it
has to do with applet security. But Track+ startet to work.
