You probably want to use your existing server to handle the database
for you. In that case use:
CREATE DATABASE 'localhost:C:\VIRTUALTARGET.FDB' page_size...

I have started isql.exe and tried to create a database:

SQL> CREATE DATABASE 'C:\VIRTUALTARGET.FDB' page_size 8192 user 'SYSDBA'

unavailable database
SQL>

Database service seems to be running:
"Freebird Server - DefaultInstance Started Automatic"

what is the problem?
