Fwiw, here are a couple more that might be worth investigating:

ZP4:

I've used this one in the past for address cleanup. It worked well
and costs around $80. They also have a product called DPV that will
verify individual addresses as valid instead of by ZIP4 range. I
haven't used it so you'd need to verify what kind of API is available.

Mailer's+4:
www.mailerssoftware.com
Similar to AccuMail (geared more for CASS certification) but
probably worth checking out.
