There is *something* about the way Win98 loads dlls that is different from
the service-capable OS versions, that interferes with the loading of UDF
libraries for Fb 1.5. I can't recall how (or if) it was solved.

However, I do recall that somebody *did* provide a solution that requires
shutting down and restarting the server (or rebooting the machine?) after
committing the declarations. Did you try that?
