Ingredients needed:

A) (Reasonably) correct UNICODE uppercasing routine.

B) Skeleton UDF code or collation.

Mix well, test, deploy.

For A) I suggest LCMapString on Win32, on Linux there
is something in glibc, I'm sure.

For B) - variant UDF look into the docs. For B) - variant Collation,
there is a sample fbintl2 in the file area of firebird-architect.
