It's something new to ODS 10 (i.e. IB 6 and Firebird) and it's documented
in the InterBase 6.5 release of the API Guide as an item in the Database
Parameter Block (DPB) in the chapter "Connecting to Databases".

There are unfortunately a lot of things in the beta docs pertaining to IB 6
(and therefore to Firebird) that are incomplete. Those docs are simply the
work-in-progress of the IB 6 documentation as it stood when Borland shelved
IB 6 back in December 1999. If you are going to do much work using the
API, it might be of benefit to purchase the IB 6.5 media kit from Borland.
