It becomes hard to say if IBO is overcoming some problem in the engine or
IBX has some intrinsic flaw. 10061 is a network error

Connection refused.
No connection could be made because the target machine actively refused it.
This usually results from trying to connect to a service that is inactive on
the foreign host—that is, one with no server application running.

Using dynamic IPs with IB or FB is not recommended. To my knowledge, it
never has worked well. Furthermore, by exposing the engine directly to the
net you are risking too much.
