Firebird 1.5.x is included in ubuntu
universe repository
Also the same apply to debian there are some firebird 2.0.x packages
for debian experimental

Best way is to install firebird binary from sf.net then compile
interbase php extension from source, is little bit harder but you
can stay on the edge (php5.2.x, firebird 2.0.x, apache 2.2.x)
