subject. In general, I think we've got 19 counties (named fylke), 438
sounds more like the number of municipalities (kommune), some of them
will be towns (by). Actually, each such municipality does have a
fourdigit code (not postcode) where the first two digits reveal which
county it belongs to. Even though that is not a postnumber, it can be
quite useful. Towns, well, I guess there is between 0 and 5 in each
county.

the place isn't unique in all cases) - what is the name of the fields
and do you have any names (values) as examples? My counting gets up to
between 45 and 50 towns, but a few years ago rules changed and places
were allowed to decide themselves whether they wanted to be called a
town or a village, so the actual number will be somewhat higher.
For postcodes Norway should be a bit simpler than the UK, I remember
the times when every place only had one postcode (excepting Oslo,
which was numbered from 1 to 10). Nowadays, many towns have been
divided into further postcodes, but a fourdigit number is still enough
for us.
