Similar problems in UK. There will be a 'TOWN' entry for each 'COUNTY',
so some towns may be in twice. POSTCODE/ZIP will access the relevant
'TOWN' entry.

All I am trying to do is make the data 'relational'. Rather than having
'Washington' on every line of the ZIP table, there will just be a link
to the 'Washington' 'TOWN' entry, same with all the other text.
