It affects the use of the InterBase name everywhere.... as it was intended
to do

If you were using the InterBase name to market or sell any InterBase related
product, in strict terms you were already in violation of trademark law,
assuming that the InterBase trademark had been registered and maintained in
your country.

All this does is carry foward the existing trademark restrictions in a
Public License. It means that no-one can use the InterBase name for a
product, or derivative product, or larger work without Inprise's permission.

In terms of the Powered By InterBase logo, that should be OK, because it was
made publically available a long time ago with the express intention of
people using it to market their products that used InterBase or a Website
that was run on InterBase.
