Do you have install it with the installer exe ?
I have install it with the installer on a delphi 7 enterprise : no problem.

Take a look to the menu of your Delphi: Tools/environement options/ look in the library tab, if the way are correct (like c:\IBO4_9_14_b52\) for both library and path to crossed...
