I don't know for sure but you may want to look at the ForcedWrites status of
your database to see if that accounts for the difference.

Now, my original question is still open: is there something about the
combination of "IBO4_9_14_b36i/DXE2/sp3/Win7 x64" which is changing the
database's date/time upon opening that can be altered to stop this and
return it to its original behavior where the database's date/time is not
changed until the database is closed.
