The phrase "unless the database is completely shut down" means to me that making a backup copy or compressed archive of the database when it is shutdown will result in a reliable backup.
I have used the Firebird backups made by AJC Active Backup and they have always resulted in a reliable return of my data.
Now, my original question is still open: is there something about the combination of "IBO4_9_14_b36i/DXE2/sp3/Win7 x64" which is changing the database's date/time upon opening that can be altered to stop this and return it to its original behavior where the database's date/time is not changed until the database is closed.
