I don't think so. From your report, you visited the IBPhoenix website and read an article archived there that was a 1998 conference presentation regarding InterBase 5. The IBPhoenix website archives a lot of old InterBase material that is no longer available anywhere else. If something says it is about IB 5 then it is not about Firebird of any version...Firebird started from the IB 6.0 beta codebase but even that is 12 years old now.

The FIREBIRD website is http://firebirdsql.org I still don't think you have been there. But it doesn't matter any more, I guess. ;-)
