The logs directory is empty. The installer 4.9.14 installs everything in the directory indicated that they will compile a package does nothing, so that the directory you created D2010 is also empty.
However, version 4.9.9 installed and compile everything correctly.
If I try to compile it manually using the IBO40_D2010.groupproj delphi I get the following error:
Checking project dependencies...
Compiling IBO40CRT_D2010.dproj (Debug configuration)
[DCC Fatal Error] IBO40CRT_D2010.dpk(51): F1026 File not found: 'IB_Components.dcu'
Failed
Elapsed time: 00:00:01.8
